    The Department of Road Traffic Services, also known as Vehicle Inspection Officers, has said it will “certainly” appeal a judgment barring it from imposing fines or impounding vehicles of offending motorists.
    The Acting Director of the DRTS, Deborah Osho, in an exclusive phone interview with The PUNCH on Thursday, lamented the growing “lawlessness” in the Federal Capital Territory since the High Court ruling.
    The Court of Appeal, Abuja Division, on Thursday, affirmed the lower court judgment barring the DRTS and VIO from stopping motorists, confiscating vehicles, or imposing fines on road users.
    In a unanimous decision delivered by a three-member panel, the appellate court held that there was no basis to overturn the Federal High Court’s ruling of October 16, 2024, which prohibited VIO officials from harassing motorists.
    The appeal filed by the VIO challenging the lower court judgment was dismissed for lacking merit, in a lead judgment delivered by Justice Oyejoju Oyewumi.
    Reacting to the judgment, Osho said, “We will certainly appeal. As a correspondent, do you see what is happening in the city right now? Don’t you see how dirty the city is?
    “I don’t know why we Nigerians don’t like to be corrected. Just look at Airport Road—they have turned that place practically into a one-way. You cannot enforce, you cannot impound, but if you give them a ticket, they won’t come to pay. What do you want us to do? The thing is not funny.”
    Osho further disclosed that despite alternative enforcement methods, such as issuing tickets, offenders owed more than N409m, adding that traffic could not be well coordinated without strict enforcement.
    “We don’t even impound like that. What we do is, if you commit an offence, whether you take it or go away, you are already captured, and your bill will be sent to you.
    “If I give you my laptop now, we have almost 409 million not paid, because they won’t come to pay, and because we cannot enforce our arrest or do anything.
    “Have you ever seen anywhere in the world where traffic is well coordinated without enforcement, and you think it will go well?” the VIO chief questioned.
    Recall that Justice Nkeonye Maha of the Federal High Court had earlier ruled that no law empowered VIO officials to stop, impound, confiscate, seize, or impose fines on motorists.
    The ruling followed a fundamental rights suit, FHC/ABJ/CS/1695/2023, filed by public interest lawyer Abubakar Marshal.
    Marshal told the court that VIO operatives forcefully stopped him at Jabi District on December 12, 2023, and confiscated his vehicle without lawful justification.
    He asked the court to declare their actions wrongful, oppressive, unlawful, and a gross violation of his fundamental rights.
    In granting the reliefs sought, Justice Maha restrained the DRTS, its agents, and assigns from impounding or confiscating vehicles or imposing fines on motorists, describing such actions as oppressive and unlawful.
    The court also issued a perpetual injunction preventing further violations of Nigerians’ rights to freedom of movement, presumption of innocence, and the right to own property.
    The judge held that only a court of competent jurisdiction could impose sanctions or fines on motorists.
    She further ruled that the respondents had violated the applicant’s constitutional right to own property under Section 42 of the 1999 Constitution (as amended) and Article 14 of the African Charter on Human and Peoples’ Rights.
    The court held that the respondents lacked statutory powers to impound vehicles or impose fines, stressing that doing so breached motorists’ rights to fair hearing, freedom of movement, and presumption of innocence under Sections 6

    Appeal Court affirms judgment barring VIO from stopping, impounding vehicles

    The Court of Appeal, Abuja Division, on Thursday affirmed a judgment of a Federal High Court which restrained the Directorate of Road Traffic Services (DRTS), also known as Vehicle Inspection Office (VIO), from stopping, impounding or confiscating vehicles and from imposing fines on motorists.
    Delivering the unanimous judgment, Justice Oyejoju Oyebiola Oyewumi held that the appeal filed by the VIO lacked merit.
    “I find no iota of merit in this appeal. The decision of the lower court is hereby affirmed,” she said, adding that a cost of N1 million was awarded against the appellant.
    Justice Evelyn Maha of the Federal High Court had in a judgment delivered last year in a fundamental rights enforcement suit, issued an order restraining the VIO from impounding or confiscating vehicles or imposing fines on drivers.
    The judge held that the respondents lacked the legal authority to stop, impound or confiscate vehicles, or impose fines on motorists.
    The suit was filed by a rights activist and public interest lawyer, Mr Abubakar Marshal. Those listed as respondents included the Director of Road Transport, the Area Commander, Jabi; the Team Leader, Jabi; and the Minister of the Federal Capital Territory (FCT).
    Justice Maha held that the first to fourth respondents, who operate under the control of the fifth respondent (the FCT Minister), were not empowered by any existing law to stop or impound vehicles or impose fines.
    She also granted an order of perpetual injunction restraining the respondents, their agents or assigns from further violating the rights of Nigerians to freedom of movement, presumption of innocence and right to own property.
    Dissatisfied with the ruling, the DRTS approached the Court of Appeal, but the appellate court dismissed the appeal.

    BREAKTHROUGH: BORNO POLICE CRACK SQUAD, ARREST FIVE SUSPECTS OVER KIDNAPPING OF 8 YEAR OLD GIRL

    The Borno State Police Command, under the leadership of the Commissioner of Police, CP Naziru Abdulmajid psc, has recorded another significant breakthrough with the arrest of five (5) suspects in connection with the kidnapping of an 8yr old girl in Maiduguri.
    On 4th November, 2025 at about 1500hrs, a report was received at the Bulumkutu Police Division regarding the abduction of an 8yr old girl of Gomari Area, Maiduguri, who was kidnapped while returning home from school.
    The abductors subsequently contacted the victim’s family and demanded a ransom of Three Million Naira (₦3,000,000), which was paid through cryptocurrency. Following the payment, the victim was released on 7th November, 2025.
    Upon receipt of the report, the Commissioner of Police immediately directed the Command’s Crack Squad to carry out a discreet and intelligence-driven investigation into the matter.
    Following intensive tracking, surveillance and digital tracing, the police crack team successfully apprehended five suspects between 29th November – 4th December, 2025, who were found to have conspired in committing the crime.

    2. Ismail Shuaibu ‘M’ 25yrs
    3. Abdul Mohammed Bulama ‘M’ 23yrs
    4. Amina Ibrahim ‘F’ 19yrs

    Preliminary police investigation revealed that Mustapha Mohammed, M’ of Gomari and an uncle to the victim, was the mastermind of the crime. He conspired with Ismail Shuaibu and Abdul Mohammed Bulama to execute the abduction.
    The suspects reportedly picked the child on her way back from school, lured her into different tricycles (Keke Napep) and moved through several locations to disorient the victim and prevent identification of the route. The suspects later took the child to a tailor where she was changed into a new plain dress, after which her school uniform was disposed of.
    The suspects then proceeded to a hotel along Pompomari Bypass Area of Maiduguri with the assistance of one Amina Ibrahim F’, who falsely presented Ismail Shuaibu and herself as a married couple and parents of the child.
    The investigation further revealed that the child was drugged and kept in captivity in the hotel for three days until the ransom was paid via cryptocurrency, after which the victim was released.
    Further digital tracing led the police to one Lawan Yusuf Hassan, m’ of Bulumkutu GSM Village, who claimed to be an IT technician and was found to have facilitated and received the ransom payment through his account.
    The case remains under active investigation, as efforts are ongoing to recover the ransom and identify other possible accomplices.
    The Commissioner of Police, CP Naziru Abdulmajid, psc, has commended the swift professionalism of the crack squad and reiterated the Command’s zero tolerance for kidnapping and all forms of violent crimes. He further warned criminal elements to desist from such acts or face the full weight of the law.
    Further developments will be communicated to the public as investigation progresses.

    There is panic in the Catholic community in Kaduna following the abduction of Reverend Father Emmanuel Ezema, a priest of the Zaria Diocese, who was whisked away by unknown gunmen late Tuesday night.
    The Diocese of Zaria confirmed the disturbing development on Wednesday, in an official notice signed by the Diocesan Chancellor, Rev. Fr. Isek Augustine.
    The statement stated that Fr. Ezema was kidnapped around 11:30 pm from his residence at St. Peter’s Catholic Church, Rumi, sending shock waves across the parish and the entire Christian community.
    “We regret to officially announce the abduction of our priest, Rev. Fr. Emmanuel Ezema… We call on all men and women of goodwill to pray for the safe and quick release of our priest and others from the hands of their abductors,” the Diocese said.
    The Church also invoked the intercession of the Blessed Virgin Mary, expressing hope that the priest would “return to us safe and sound.”
    Recall that an Anglican priest who was in Kaduna last month was killed in captivity.
    Archbishop Henry Ndakuba said Venerable Edwin Achi, who was seized with his wife and daughter from their home in Kaduna state on October 28, was murdered after spending about a month in captivity.
    “With profound sorrow, we announce the tragic death of our beloved priest… who was brutally murdered after enduring a month-long abduction,” Ndakuba said in a statement late on Friday.
    Gunmen initially demanded a ransom of 600 million naira ($416,000) for Achi’s release, later reducing it to 200 million naira, the church said. His wife and daughter remain in captivity. The police in Kaduna did not respond to requests for comment.
    There has been a spike in terrorists, bandits and kidnapping attacks in Nigeria in the last two months, prompting the declaration of a national security emergency as part of the measures to address the situation.

    BREAKING: Cbn Scraps Cash Deposit Limits, Increases Weekly Withdrawal Threshold

    The Central Bank of Nigeria, CBN, has announced major adjustments to its cash-handling policy, abolishing the ceiling on cash deposits and expanding the weekly withdrawal limit across all platforms to N500,000, a significant rise from the previous N100,000.
    The development was announced in a circular issued to financial institutions and titled “Revised Cash-Related Policies”, endorsed by Dr. Rita Sike, Director of the Financial Policy & Regulation Department.
    In the document, the apex bank stated that the overhaul aligns with efforts to curb the surging cost of managing physical cash, tackle security risks, and stem money-laundering vulnerabilities linked to Nigeria’s cash-driven economy.
    The CBN further said that although earlier cash directives were created to push Nigerians toward electronic payment options, a review became necessary to align with current economic conditions.With effect from January 1, 2026, the circular listed several major amendments. The cap on cumulative deposits has been abolished, and additional charges for surpassing former deposit limits have been eliminated.
    The bank also announced a fresh cumulative withdrawal ceiling of N500,000 weekly for individuals and N5 million for corporate entities across all access points. Any amount above the stated limits will incur excess-withdrawal fees as outlined in the new guidelines.
    The earlier monthly special approval which permitted individuals to draw N5 million and corporates N10 million once every month has now been scrapped.
    According to the CBN, customers who make use of ATM will still be restricted to N100,000 daily, with a total weekly limit of N500,000, which contributes to the overall weekly withdrawal total applicable to ATMs, POS machines, and other channels.
    The apex bank further said that withdrawals exceeding the approved thresholds will attract charges of 3% for individuals and 5% for organisations, to be split 40% to the CBN and 60% to the servicing bank or financial institution.
    The circular also added that banks have been instructed to ensure ATMs are stocked with all available currency denominations. Meanwhile, the ceiling on over-the-counter withdrawals using third-party cheques remains at N100,000, which will also count toward a customer’s weekly limit.
    Furthermore, deposit money banks are mandated to submit monthly compliance reports to departments responsible for supervision, including Banking Supervision, Other Financial Institutions Supervision, and Payments System Supervision.
    The circular clarified that the new rules will not apply to revenue-collecting accounts operated by federal, state, or local governments.
    Accounts belonging to microfinance banks and primary mortgage banks domiciled with commercial or non-interest banks also remain exempt.
    However, the previous privileges granted to embassies, diplomatic offices, and donor agencies have been withdrawn.

    Dollar To Naira Exchange Rate Holds Firm As Markets Stabilise

    The Nigerian Naira on Wednesday maintained its recent stability against the U.S. Dollar, with both the official and parallel markets showing a rare level of convergence driven by ongoing reforms in the foreign exchange ecosystem.

    Data obtained from the FMDQ Securities Exchange shows that the Naira opened at ₦1,448.43 per dollar at the Nigerian Foreign Exchange Market (NFEM). The currency has traded within the same band for most of the week, following an earlier close of ₦1,450.01, a performance analysts attribute to sustained liquidity interventions by the Central Bank of Nigeria (CBN).

    In the parallel market, rates remained closely aligned with official figures. Traders in Lagos and Abuja sold the dollar between ₦1,455 and ₦1,460, keeping the spread below ₦15. The near-uniform pricing follows the strengthening of the CBN’s “willing buyer, willing seller” framework, which has helped curb arbitrage and stabilise market sentiment.

    A currency dealer at Wuse Zone 4, Abuja, told our correspondent that demand had “normalised significantly,” with fewer spikes from speculative activities.

    Economic Indicators Strengthening

    The Naira’s steadiness is supported by what market watchers describe as improving macroeconomic fundamentals. Nigeria’s external reserves rose to $44.56 billion in late November — the highest in more than five years — giving the apex bank more room to meet demand and settle outstanding commitments.

    The National Bureau of Statistics (NBS) also reported a drop in headline inflation to 16.05 per cent in October 2025, its lowest level in over three years. Analysts link the moderation to better food supply from the harvest season and a more predictable exchange rate environment. Improved real returns on Naira assets have also attracted renewed foreign portfolio inflows.

    CBN Maintains Stability Measures

    The CBN Monetary Policy Committee (MPC) last week retained the benchmark interest rate at 27.00 per cent. Governor Olayemi Cardoso reaffirmed the bank’s intention to prioritise price stability, stressing that the prevailing exchange rate reflects “true market value.” He noted that the bank would intervene only to address excessive volatility, not to peg the currency.

    Positive Outlook Into Festive Season

    Analysts at several investment institutions project that the Naira will remain within the ₦1,445 to ₦1,465 range for the rest of the festive period, citing steady oil output and improving investor confidence. Eurobond yields have also eased, helping reinforce favourable capital market conditions.

    Kashim Ibrahim University Teaching Hospital, Maiduguri, has announced the commencement of recruitment into several clinical positions as part of efforts to strengthen its workforce and improve healthcare services in Borno State.

    The institution, in an official vacancy announcement signed by its management, invited suitably qualified candidates to apply for nine categories of clinical roles across different departments.

    According to the notice, the available positions include Medical Officer (CONMESS 3), Pharmacist (CONHESS 09), Radiographer (CONHESS 09), Physiotherapist (CONHESS 09), Medical Laboratory Scientist (CONHESS 09), Medical Laboratory Technician (CONHESS 06), Nurse (CONHESS 06), Health Information Management Officer (CONHESS 06), and Environmental Health Officer (CONHESS 06).

    The hospital outlined specific academic and professional requirements for each role.
    Medical Officer applicants must hold an MBBS degree from a recognised institution, be fully registered with the Medical and Dental Council of Nigeria, and present evidence of NYSC completion.

    Pharmacist applicants are required to possess a B.Pharm degree, be registered with the Pharmacists Council of Nigeria and must have completed the mandatory one-year national service.

    For the Radiographer role, candidates must have a Bachelor’s degree in Radiography, be registered with the Radiographers Registration Board of Nigeria and provide NYSC discharge evidence.

    Physiotherapist applicants must hold a recognised B.Sc. in Physiotherapy or related fields such as Prosthetics/Orthotics or Anatomy and must possess a valid practising licence.

    Medical Laboratory Scientists are expected to hold a BMLS degree or its equivalent, be registered with the Medical Laboratory Science Council of Nigeria and must provide evidence of NYSC completion.

    Candidates for the Medical Laboratory Technician role must possess a National Diploma in Medical Laboratory Technology and be duly registered with the Institute of Medical Laboratory Technology of Nigeria.

    The hospital also seeks qualified Nurses with RN or RM certifications and registration with the Nursing and Midwifery Council of Nigeria.

    For Health Information Management Officers, an ND in Health Information Management, registration with HRORBN and computer proficiency are required.

    Environmental Health Officer applicants must hold an ND in Environmental Health Technology and be registered with EHORECON.

    The hospital stressed that all positions require ICT proficiency and that NYSC discharge or exemption certificates are mandatory for eligible categories.

    Assistant Lecturer

    Master’s degree in relevant field.

    Must show ability to teach and conduct research.

    First degree (minimum Second Class Upper) currently pursuing master’s also accepted.

    For B.Agric, Forestry & Wildlife Management, and Home Science & Management, minimum of First Class is required.

    Lecturer II

    Ph.D., or

    Master’s degree with at least 2 journal articles and three years teaching/research in a university.

    Lecturer I

    Ph.D. holder with three years’ teaching experience; or

    Master’s holder with five years’ experience and minimum of 5 journal articles plus 3 conference papers.

    Senior Lecturer / Senior Librarian

    Ph.D. plus five years university teaching experience, with:

    Minimum 6 publications (3 journals, 3 proceedings)

    Evidence of research productivity and academic leadership

    For Senior Librarian:

    Must be a Reader/Associate Professor, or

    Ph.D. with eight years’ teaching/research experience.

    Professor

    Must already be a Professor

    Ph.D. with at least 20 publications, 12 years cognate experience, and lead author in at least eight works.
